The Bill (Reg. No. 1078) establishes that all information concerning activity of the public bodies is to be provided in the State and regional languages or in the minority language, provided such information relates to the administrative and territorial units where the said language is used. Information concerning activity of the local self-government bodies is to be provided in the State, regional and minority languages that are used at the territory of the relevant administrative and territorial unit.
The Committee members believe that introduction of separate amendments to the Laws regarding use of languages in Ukraine is unreasonable without prior adoption of a new version of the basic Law on languages, since the regulations of the effective Law of USSR "On Languages in the Ukrainian Soviet Socialist Republic" are obsolete and fail to comply with the Constitution of Ukraine.
Therefore, the Committee does not uphold the Bill, and believes that that the Committee on Freedom of Speech and Information should recommend that the Parliament rejects the Bill at its consideration at the First Reading.
